This does indeed look a bit like a club moss with stems of imbricated fleshy leaves like a square rat's tail branching to form a weird coral like growth, it's South African and tender.

I'm rather fond of this plant, a neat little clump growing 1-2 feet tall with very dark purple-brown leaves. It has very small light pink/lavender flowers in the summer, but the real point here is the foliage. It will take anything from sun to shade, and the dark leaves make everything around it look wonderful. In our climate, it self-sows with admirable restraint, but I know that further South and in the Pacific NW it can be a terrible weed, so plant with care. Zone 5.
